Tedul 19. President at press conference today2 said he was unalterably opposed to any amendment which would alter the traditional constitutional balance of power. He was willing to reassure the people that treaties could not contravene or supersede the Constitution but he would not compromise on a single word that would disturb the balance of power. The Constitution has served us well for 165 years. There should be no hurry in such an important thing. When asked about the George proposal he said he did not want to talk about details because the thing is complicated and needs long study. Every time something new is suggested, he asks his advisers both inside and outside Government but until meanings are clear and convictions are formed he would not want to talk about it. Senate today debating various amendments including Knowland and George proposals, but no indication yet what will happen. Knowland says he will keep Senate in session tonight and hopes to conclude matter tomorrow. George is pressing his amendment, but evidently has resisted Bricker suggestion that it be made more restrictive. Uncertain whether Knowland amendment will pass or George amendment combined with Knowland will pass or whether nothing will pass.
