This opinion is based on paragraph 9 in the attachment, which discusses the international technical conference to be convened at Rome “as a result of the action taken at the last General Assembly of the United Nations”. This action was taken by the Assembly on Dec. 14, 1954, more than 2 weeks after the date on Phleger’s memorandum.
