Editorial Note

During the course of British Foreign Secretary Eden’s visit to the United States, March 4–7, 1953, a discussion took place between the British and United States Delegations on the question of maintaining tighter control over shipments of strategic goods to the People’s Republic of China. After Foreign Secretary Eden had explained some of the measures instituted by the British Government to prevent such shipments, Secretary Dulles suggested that it [Page 939] might be well to include a statement revealing these measures in a formal communiqué in order to reduce criticism of the British Government among certain members of Congress. The communiqué on the political portions of the conversations, March 7, contained a statement to that effect. The minutes of the meeting at which the discussion took place (UKPT MIN–1, March 5) and the text of the communiqué are printed in volume VI.
