129. My 128, May 9, 6 p.m. I saw the Minister of Finance this morning in endeavor to expedite his answer to my aide-mémoire. He regretted that he had nothing for me yet and indicated he would not be able to reply until he had received an answer to a long telegram he had sent Aranha the day after receiving my aide-mémoire; he added that he hoped that this answer would arrive by Monday.

Since seeing him I have been confidentially informed by the chief statistician of the Bank of Brazil that in spite of what he considered the clear instructions sent out by the Bank for the tabulation of both British and American credits replies had been received in such fashion that he fears that definite and precise tabulation will not be consummated [Page 376] before the end of this month. Just as one instance many dollar frozen credits have been transferred to the Bank of Brazil which give some evidence of not being American owned frozen credits and which consequently require further investigation.
