My telegram February 28, 4 p.m. I fear President Ubico will be most reluctant to adopt the procedure outlined in Minister Sack’s telegram of February 28, 10 a.m., but he may accept it if I am authorized to propose it as the suggestion of the Secretary of State. I hope the Department can send me a telegram in that sense which I can show to President Ubico.
