Memorandum of Telephone Conversation1
The Secretary telephoned Mr. Bowie and said he thought the Candor Speech was likely to see the light of day, at least to the point of bringing it up as a proposal at Bermuda.2 The President went over it last night and marked it up. He did quite a bit in the direction of cutting out some of the stuff that could be offensive to the Soviet Union, although he didn’t believe he did a great deal of toning down in other respects. Bowie wanted to know how we would get our oar in and the Secretary said he would call the White House and ask for a copy of the draft as soon as it is retyped.
