The Secretary of State to the Ambassador in China (Gauss)
355. Hays Organization has advised the Department of the receipt of a report that the Exchange Commission5 proposes to reduce the total remittances by American film companies to 2500 U. S. dollars monthly from the present total of approximately 50,000 U. S. dollars. Refer your no. 1982 of January 3, 1944. The organization states that this is a prohibitive figure which if accepted would force the American companies to operate in China at a financial loss. It would be appreciated if you would investigate this matter with a view to assisting the American companies and report by telegraph to the Department concerning it.
