My Dear Mr. Secretary: The Soviet Government has taken note of the memorandum sent to the Embassy on August 24, 1944, by the Department of State,26 and also of the enclosed paraphrase of your telegram sent to the American Minister in Bern, in which you give him instructions regarding the necessity of making representations to the Swiss Government on the question of the non-admission into neutral countries of the leaders of the Axis Powers and their adherents.

I am happy to inform you that the Soviet Government shares the views of the Government of the United States of America on this question.
