Memorandum of Conversation, by the Under Secretary of State (Stettinius)

Mr. McCloy called on the Under Secretary this morning to discuss a letter to Mr. Stettinius from Lord Halifax dated November 10. The letter suggested that our interim directive for the treatment of Germany (JCS 1067)78a be circulated to EAC.

It was agreed to do this after the paper had been changed to make it tripartite in nature rather than a directive addressed only to SCAEF.

Mr. McCloy said that he would make the necessary alterations in the paper and would send us a copy for ultimate transmission to Ambassador Winant.
