Mr. McCloy called on the Under Secretary this morning to discuss a letter to Mr. Stettinius from Lord Halifax dated November 10. The letter suggested that our interim directive for the treatment of Germany (JCS 1067)^78a be circulated to EAC.

It was agreed to do this after the paper had been changed to make it tripartite in nature rather than a directive addressed only to SCAEF.

Mr. McCloy said that he would make the necessary alterations in the paper and would send us a copy for ultimate transmission to Ambassador Winant.
