- Inspector General of Customs informs me that customs preventive cruiser Haicheng at Chefoo has been taken over by the Japanese naval authorities, that the two foreign officers have been forcibly disembarked and that the Chinese officers with one junior Japanese officer and the crew have been compelled to remain on board. Inspector General has instructed Commissioner at Chefoo to launch protest with Japanese quarters.
