301. Your 178, June 14, 3 p.m. My German and Soviet colleagues did not receive notes. Presumably they were addressed only to colleagues interested in loans secured on customs. Shanghai’s 838, June 14, 5 p.m. conveys British Ambassador’s comment. Impression among colleagues here is that note is intended to prepare us for Government’s claim of inability to continue payments on foreign loans guaranteed on customs. This is also my opinion. It comes too late now. I do believe that we should follow suggestion of British Ambassador set forth in Shanghai’s 838, June 14, 5 p.m.
