Arthur Young97 informs me that the French having stopped the transshipment through French Indo-China of arms and munitions destined for China, the Chinese Government has made representations to the French Government pointing out that such a measure in effect constitutes in [an?] application of a form of sanctions against China. Repeated to Peiping.
