The Ambassador in Japan (Grew) to the Secretary of State

370. The Chinese Chargé d’Affaires informs me by note dated June 8 that in view of the facts that all Chinese Consulates in Japan have been closed since February 8, that since the end of April the Chinese Embassy has been subjected to restrictions inconsistent with its position and to obstructions disadvantageous to its functioning, and that in spite of various representations to the Japanese Government the latter has taken no effective measures of relief, the Embassy will be temporarily closed from June 11 in conformity with instructions from the Chinese Government, the entire personnel of the Embassy to leave Japan on that day.
