Memorandum by Mr. David Williamson of the Division of Western European Affairs

Mr. Micheli called today to say that he had been advised that a Swiss textile expert was about to proceed to the United States to investigate [Page 772] the effect of the proposed concessions on Swiss textile exports. He inquired whether we had any objection.

In reply he was told that we would not refuse to receive the expert if the Swiss Government wished to send him as an official delegate. On the other hand, we see no reason for sending such an expert. The delay caused by this trip seemed inexcusable. Mr. Micheli was reminded of our attitude which is that we are not prepared to grant any more concessions, but are waiting for his Government’s reply to our requests.

Mr. Micheli said he agreed that the expert’s trip was unnecessary, and was going to so telegraph Mr. Stucki.
