7. Referring to my telegram No. 6, April 20, 6 a.m., despatched via London. Pending Department’s consideration my written reports may I acknowledge receipt of Rumanian reply; note that suspension order does not prohibit all imports and that goods in customs and in transit will be omitted; say reply has been forwarded with request for further instructions; and request that in the meantime authorities take note of unofficial summary of statement explanatory of most-favored-nation principle broadcast by the Department, April 7th?13
