The Ambassador in Germany (Dodd) to the Secretary of State

32. Department’s 15, February 21, 6 p.m. Foreign Office states that sabotage evidence, hitherto delayed owing to need for careful analysis by reason of inaccuracy of witnesses, is being hurried and promises [Page 479] that instructions together with the first section of the evidence will be forwarded to the German Embassy through which channel only it prefers to act by middle of next week,32 the final section following soon after.

Embassy will be informed immediately instructions referred to are sent. I will cable Department. Mail report follows.33
