Memorandum by the Secretary of State

The Minister of Finland came in and handed me the accompanying note12 relating to the question of whether his Government would be obliged to indemnify the Government of the United States before the former could institute suit against the latter in the United States Court of Claims on account of a claim of damages for the alleged detention of Finnish ships by the United States Government during the World War. I replied that I was not fully familiar with all the precedents but that I would assemble them and advise him more fully relative to the question he raised. I added that there was no Government anywhere that my Government felt more kindly towards than the Government of Finland.
