- British Minister tells me that he had a talk with T. V. Soong yesterday in the course of which he endeavored to persuade him to permit Maze to reach some working agreement with customs in Manchuria to tide over the situation and keep customs intact. Soong was opposed to any such undertaking saying Nanking’s decison was already taken. Soong asked Lampson to urge his Government to make representations at Tokyo which Sir Miles has done pointing out, however, difficulty due to fact that we have no proof of Japanese Government’s complicity in customs movement.

- Lampson’s message went only yesterday, he therefore has no knowledge of what his Government will do. He tells me that Lindsay [Page 633] in Tokyo was somewhat discouraging as to the usefulness of such action.
