- General McCoy informed me yesterday that League Commission leaves this morning for Nanking where they will remain 4 days seeing Government leaders. They will then proceed to Peiping perhaps via Hankow where they will spend a few days prior to visiting Manchuria. After visiting every part of Manchuria reachable by present means of transportation the Commission then proposes to visit Japan where they will see leaders once more, pausing in Korea to collect information. They will then return to China to sound leaders here; they hope to spend summer in Peiping or Peitaiho preparing report which they expect to have completed by September.

- McCoy informs me that he was convinced by what he heard and saw in Japan that whole movement in Manchuria was planned by Japanese military even without information of Shidehara and Prime Minister. I should like to say that my own impression here is that military of Japan are in control insofar as situation in Shanghai is concerned. In negotiations which I am now watching, Shigemitsu is taking a very secondary and unimportant part deferring in all matters to the military who are carrying on the discussions.
