Memorandum by Mr. Hansford S. Miller of the Division of Far Eastern Affairs of a Conversation With the First Secretary of the Chinese Legation (Kung)

I told Mr. Kung in reply to his direct question that while I was not in a position to give him more definite information I could assure him that our own government, together with the others interested, were doing everything in their power to effect a peaceful settlement; and that our representatives at Shanghai, who were in immediate touch with the situation there, I was sure were, together with the other representatives, working desperately hard to bring about some understanding as was indicated in his telegram.73 I said that, however, as their attempts appeared to have failed the prospect of avoiding a major conflict did not appear to be very hopeful at the present moment.
