Personal and Confidential for Phillips: No Distribution in Department. You may advise Senator Hitchcock of the following: That I have refused to make any comment upon Bullitt’s statements94 but that I believe that the important question at issue is the ratification or nonratification of the treaty, that I am strongly in favor of immediate ratification of the treaty without modifications as the whole world demands the restoration of peace.
