[For Polk.] Your 4002 of September 2, 3 p.m. The reason the President has asked House to return to Paris is that Colonel House had planned to come to the United States shortly after September 1st and the President thought his return while negotiations were still proceeding at Paris would cause criticism. I am of the impression that the President does not wish to have the Colonel here while the treaty is being considered by the Senate because he would certainly be summoned before the Committee, which might be embarrassing.
Of course, you will remain at the head of the American delegation as House is below Henry White in rank. In my opinion, you should assert your position and keep control of affairs.
