Subject: General Order from the Commissioners.

- For the purpose of attaining the highest possible state of efficiency in the office organization of the Commission, the Commissioners have directed the Personnel Committee to visit and investigate each office with a view to ascertaining whether there is a surplus or shortage of assistance. Heads of offices and sections will furnish the committee with full data.

- Mr. White and General Bliss, with Mr. Patchin and Mr. McNeir, have been asked to investigate the results, and where the preliminary report shows further inquiry necessary, they will call in the heads of departments for personal consultation.
