Sir: With reference to my Note No. 75 of the 12th instant relative to “Chief Sam’s” plan for promoting negro emigration to the Gold Coast Colony I have the honour to inform you, under instructions from Sir Edward Grey, that the ordinance in question is being passed.
In this connection I may add that the British Vice Consul at Portland, Maine, has been instructed not to issue British papers to the steamer Curityba which I understand has been purchased by “Chief Sam” and is the property of the Akim Trading Company, of South Dakota.
