My Dear Mr. Minister: I beg you to accept my thanks for your very kind letter of the 9th instant congratulating me on the signature of the convention between the United States and Colombia.

While it would seem that the convention is not all that you would wish, I feel confident that you will share with me in the hope that it will result in the removal of all friction between the two Governments and in the restoration of their ancient cordial friendship.
