Your March 31, 5 p.m. Department accepts Paragraph 2 of Article IV. Department’s substitution of the word “advise” for the phrase “take the necessary steps” was intended merely to indicate what the necessary steps meant. They could of course only be advisory, and the Department agrees to “necessary steps” as heretofore used in that sense.

Department also accepts proposal of the Minister for Foreign Affairs for fifth article, and hopes congratulations are not premature.

We feel sure there will be no difficulty in securing despatch of duly accredited agent.
