Consul General Hanna to the Secretary of State.
I have gotten into telegraphic communication with Mr. McMillan, British Vice Consul at Saltillo, and have just received the following telegram from him which explains matters considerably relative to American Vice Consul Silliman. The British Vice Consul says:
On the 12th instant at about midday Consul Silliman was turned over to me on my personal request made to General Maas on 10th, stayed with me until the 14th, an order having been given to both of us on afternoon of 13th that he leave Saltillo for Mexico City on first train. The train left at eleven in the morning. I sent Mr. Degener along as personally representing me, gave them letters of introduction and protection, saw them to the train and at once sent a wire to British Minister advising of their departure. The red book and other office property was taken by Federals who compelled Marchani to open safe. Will take up immediately with commander-in-chief matter of investigation of Mr. Silliman’s whereabouts. All foreigners without exception are well and safe.
