My Dear Mr. Ferrara: In reply to your note of the 13th instant, wherein you suggest that to calm the unrest of the people in Cuba an additional statement be made by the American Minister at Habana concerning the real attitude of the Government of the United States, I take pleasure in enclosing copy of a statement1 which the American minister was authorized to make public yesterday.
