A request has been received for American protection for the Esperanza San Miguel Sugar Mills, owned by the Spanish firm Marimon Bosch Co., Santiago. You may bring this and similar cases informally and unofficially to the attention of the Foreign Office, saying that the matter is of course not one primarily for the cognizance of this Government, yet its friendship for and interest in Cuba’s ultimate welfare prompts it to bring the case to the attention of the Cuban Government, which it is hoped will take the measures necessary to obviate the possibility of future embarrassment.
