Sir: The Department has received your No. 238, of the 28th ultimo, in which you report that you have addressed a note to the Panaman Foreign Office calling attention to the necessity of apprehending those members of the national police force, who were guilty of the unjustifiable assault upon American citizens on July 4 last, as being an in dispensable part of any adjustment of the case between the two Governments.

Your action in the matter is approved.
