Sir: Referring to my despatch No. 238, of October 28, 1912, I have the honor to enclose herewith a copy and translation of a note received from the Foreign Office, and which will have interest for the Department as significant of the attitude of the present Administration towards the police abuses of the 4th of July.

The Secretary for Foreign Affairs to the American Chargé d’Affaires.

Sir: I have the honor to acknowledge the receipt of your courteous communication, dated the 28th of last month, and in reply I am pleased to inform you that being anxious to make amends for the unpleasant situation created by the lamentable incidents that occurred in this city on the 4th of July of the present year, with the result of an affray between various American citizens and some members of the Panaman police my Government has ordered the Attorney General to effect the completion as soon as possible of the investigation which has been already initiated by the Superior Judge of this capital.

My Government hopes that the investigation carried on under the able direction of such a high and honorable functionary, will make it possible to ascertain, in order that they may be punished with all the rigor of our laws, those who were responsible for the death of the American citizen and for the wounding of the others to which you alluded in the note to which I am replying.
