The Under Secretary of Foreign Relations of Mexico to the Secretary of State.

[Translation.]

Mr. Secretary: On the eve of the official celebration of the first centennial of the independence of the Mexican Republic, in view of the cordial relations which happily bind us to your friendly nation the President has been pleased to direct that the most excellent President of the United States of America and his Government be invited, as I have the honor hereby to do, to designate, if deemed expedient, one person or more to represent them on the never-to-be-forgotten occasion, which is to us of so vast importance.

I beg to forward herewith to your excellency two copies of the program of the festivals by which Mexico has resolved to commemorate that event during the whole month of September next.

I thank your excellency in advance and take pleasure in renewing to you the assurances of my high consideration.
