Department’s July 18. At the request of the Chilean minister for foreign affairs 1 to-day handed to him a copy of the protocol. The Argentine and Brazilian ministers not yet having instructions, I ventured the private opinion that he could exercise a very salutary influence on Ecuador. This brought forth the renewed assurance of cooperation and of desire to promote peace.
