The perfection of arrangements desired by the minister for foreign affairs is now dependent upon his broad-minded conciliatory action, equally with similar action on the part of the Government of Peru. You will not fail to make clear that the mediating Governments can not doubt that their hope is well founded; that the Governments of Peru and Ecuador will find in this protocol so nice a balance of justice and so scrupulous a regard for the interests of both Governments as to constitute a happy solution of the difficulties at present existing between the two countries.

Repeat to Lima for corresponding action.
