Sir: I have the honor to inform you that His Imperial Highness Prince Tsai Tao, brother to His Imperial Highness the Prince Regent of China, is expected to visit the United States in the latter part of April for the purpose of studying the military systems abroad. His stay in the United States will be short. Any courtesies and facilities which the Government of the United States may be able to extend to him so as to render successful his mission to this country will be highly appreciated by the Imperial Government.
