Memorandum from the Russian Embassy.

Having duly transmitted by cable the text of the department’s memorandum of February 8 and 14, the Russian ambassador is now instructed to request of the honorable the Secretary of State to be placed in possession of the conditions of the contract for the Chicnchow-Aigun Railroad for transmission by cable to St. Petersburg, as it is necessary for the Imperial Russian Government to be fully and correctly informed on this matter in order to be able to decide the question of whether Russia could, and on what conditions, participate in the said enterprise.
