Mr. Fletcher reports that the British minister and he to-day urged the President of the foreign office to ratify the Chinchow agreement and to admit of the participation of Japan and other interested powers, and that the President replied that the general principles of the Chinchow project were approved by the Chinese Government, but that China is inclined to await the result of the changes now taking place before proceeding any further with the Chinchow project
