The Chilean Minister to the Secretary of State.

Sir: As is known to your excellency, Chile will celebrate in September next the first centennial of its independence, and on that occasion my Government has instructed me to invite your excellency’s Government to be represented at the celebration by a special envoy or delegation, a military detachment, or a naval division.
My Government is confident that your excellency will favorably receive this invitation and trusts that the manner in which your excellency’s Government will be represented in one or more of the forms above indicated will effectively contribute to the strengthening of the relations between the two countries.
In extending the foregoing invitation to your excellency I fulfill the pleasant duty of putting on record and at the same time thanking your excellency for the amiable manner in which you received the intimations I ventured to make orally by way of introducing the present invitation.
