Sir: With reference to your dispatch of the 10th ultimo, No. 247, transmitting a copy of your note of the 8th ultimo, in reply to Mr. Sagasta’s communication of the 19th of December last, upon the subject of reclamations for injuries to citizens of the United States in Cuba, I have the pleasure of expressing to you my high appreciation of your note to the minister of state, as a very able statement and argument presenting the views of the Government of the United States.
