Sir: With reference to your dispatch of the 10th ultimo, No. 247, transmitting a copy of your note of the 8th ultimo, in reply to Mr. Sagasta’s [Page 771] communication of the 19th of December last, upon the subject of reclamations for injuries to citizens of the United States in Cuba, I have the pleasure of expressing to you my high appreciation of your note to the minister of state, as a very able statement and argument presenting the views of the Government of the United States.
