The Ambassador in Cuba (Welles) to the Secretary of State

307. Colonel Juan Bias Hernandez who had attempted to lead a revolution in Santa Clara Province during the past 10 days arrived in Habana this morning to make an ostensible peace with the Grau San Martín government. The motive for his apparent surrender is the fact that he was ordered to do so by Colonel Mendieta whose supporter he is on the ground that no satisfactory plans have as yet been formulated for a nation-wide revolution since there is still the possibility of a peaceful solution and because Bias Hernandez has neither sufficient arms nor ammunition for a successful revolt.
