Deptels 1126, Oct 6; 1026 Sept 29 and 903 Sept 21.¹ FYI FMACC meeting Oct 23 approved proposed increase GAF² but with distinct understanding you express approval only when and if Greek Govt makes firm request such increase and gives firm undertaking will meet internal costs. Request you do not indicate in any other way this action taken. Action based on JUSMAG, JCS, Def, and State recommendations and on ECA/W assurance drachmae cost can be met. Endeavoring work out details for exchange financing common use items involved increase. May be necessary use part FY 51 supplemental funds this purpose at expense matériel program. Request you continually keep Dept advised position Greek Govt this matter.
