I concur in the recommendations contained in jour memorandum to me of May 17, 1949 with only one reservation. That is, while it may be desirable to withdraw certifications if Chinese funds are being improperly dissipated, I do not believe we should make a firm decision to do so without further consideration of the various implications of such action.
