Delbog 122. Priority. From Daniels and Armour. In view resolution approved conference re continuity diplomatic relations, suggest Department now take following steps regarding Nicaragua:
- (1)
- Appoint ambassador to Nicaragua and instruct Embassy Managua to seek his agrément.
- (2)
- Send circular telegram diplomatic missions other American republics instructing them inform respective governments that US contemplates appointing ambassador to Nicaragua in near future. [Daniels and Armour.]
