1150. To Secretary of Treasury from Adler: Reference your telegram 608 of May 22. Exchange of letters finally consummated Saturday May 24. With reference to inclusion of “by either party” Chinese were obstinate and I finally accepted their position on this point. Chinese also wanted to substitute “revision” for “review”, and as in light of probable trend of economic situation this change tends to strengthen rather than to weaken our position, I agreed to this change. Pertinent sentence now reads, “The above arrangement is to go into effect as of May 15 and is to be subject to revision by either party from time to time in the light of changing circumstances”.
