Authorize compromise omission of reference to “both parties” or “either party,” preferring, however, inclusion following in exchange of letters: “arrangement is subject to review by both parties from time to time in light of changing circumstances.” If necessary to reach agreement authorize acceptance Chinese position on this point. [Treasury.]
