The Counselor of Embassy in China (Smyth) to the Secretary of State

1001. ReEmbtel 745, May 3.²⁴ 67th Division (formerly honored Second Division of 53rd Army) has been designated basic unit of Chinese occupation force to be sent to Japan. Total strength this force, supplemented by necessary service personnel, is 12,367 officers and men. Units this force concentrated Shanghai, Kowloon and Haiphong and will depart for Japan upon receipt notice from SCAP and arrival of ships for transportation.²⁵
