Article 23 a

Insert the following new article after Article 23:
- 1.
- “The Reparation and Restitution Commission constituted under Article 64 A (see Australian proposed new article) of the Peace Treaty with Italy shall supervise the execution of the provisions of the present Treaty with respect to reparation and restitution and shall be the agent of the Allied and Associated Powers signatory to the present Treaty in all further dealings with the Roumanian Government on these matters.

- “The Commission shall collect the sums payable by Roumania for reparation and shall apply them in accordance with Article 22 [Page 676] of the present Treaty. It may delegate to any of its members responsibility for particular dealings or particular classes of dealings.
- 3.
- “The Commission shall, upon the application of the Roumanian Government, assist in having returned to Roumania any identifiable property being of literary, artistic, historical or religious value, which was removed by force or duress or unlawfully taken from Roumania during the war or since the Armistice between Roumania and the Allied and Associated Powers.
- 4.
- “The Commission shall determine its own procedure.”
Similar new article to be included in Treaty for:

- —Bulgaria;
- —Finland.
