6781. From Angell 78. Waley has informed me UK has agreed to my currency proposal50 based on Repmen 13 except that where “currencies of United Nations are known to have been looted from a second country, they should be delivered to their true owners. Further United Nations receiving bank notes of unknown origin should declare themselves willing to satisfy any claims which may later be made to their satisfaction by another country that they had been looted from them.”
I have replied that my present instructions do not permit me to accept this modification and that I felt sure Department would not wish to alter my instructions in this regard, unless it should become quite clear that cancellation practices in other countries did not effectively preclude similar relief where their currencies were concerned.
