Memorandum by the Acting Secretary of State to President Roosevelt

[Washington,] November 29, 1944.

The final agreement32 for the additional air base in Santa Maria, Azores, was signed yesterday and the Portuguese Government has instructed the Azores authorities to turn the base over to the United States Army for immediate use.
