9072. Foreign Office immediately told of contents of Department’s circular October 21, 11 p.m. Embassy now informed by Foreign Office that it will synchronize the timing of its announcement of recognition with Washington, that is the release will be 5 p.m. London time tomorrow.
Foreign Office said that the British are endeavoring to get the Soviet Government to take similar action at same time.
The Foreign Office having been informed that Caffery told the French on Friday evening85 that the United States Government intended to recognize the French Provisional Government when the interior zone was declared, Duff-Cooper is being instructed to inform the French this afternoon in strict confidence that the French Provisional Government will be recognized by the British Government tomorrow. The British are also trying to get Bogomolov86 to take similar action regarding Soviet recognition.
